“Who owns TikTok?” is no longer a straightforward question. Globally, TikTok is owned by ByteDance Ltd., the private technology company behind platforms such as Douyin, CapCut and Lemon8. However, growing U.S. national security and data privacy concerns have pushed TikTok’s American operations into a separate structure known as TikTok USDS. It is designed to provide greater oversight of U.S. user data and operations.

That divide between ownership and operational control, is now central to understanding TikTok ownership.

Who Owns TikTok?

TikTok is owned globally by ByteDance, while U.S. operations run through TikTok USDS Joint Venture LLC. 

The company was founded by Chinese entrepreneurs, but ByteDance says it is not state-owned. It says roughly 60% of ByteDance is beneficially owned by global institutional investors, 20% by employees, and 20% by the founder. Because ByteDance is private, its cap table is not as visible as a public company’s filings.

Ownership vs Control

This is the critical part. Ownership means who has an economic stake. Control means who can make decisions over data, software, algorithms, moderation and governance.

That is why TikTok became a national security issue in Washington. The question was not just “is TikTok owned by China?” It was whether ByteDance could be pressured to hand over data, influence recommendations, or shape what U.S. users see.

The U.S. joint venture was designed to reduce that risk. TikTok says the entity secures U.S. user data, apps and the recommendation algorithm. U.S. data is protected in Oracle’s U.S. cloud environment, while the algorithm is retrained, tested and updated on U.S. user data. The venture also has authority over U.S. trust and safety policies and content moderation.

So who controls TikTok? Globally, ByteDance remains central. In the U.S. market, TikTok control now runs through a majority American-owned joint venture, with Oracle, Silver Lake and MGX as managing investors. It is not a simple sale to one U.S. company. It is a hybrid ownership-and-security model.

Why Did the U.S. Pressure TikTok?

The U.S. “divest-or-ban” law targeted apps controlled by foreign adversaries. For TikTok, the concern was that U.S. operations needed to be severed from Chinese control or the app could lose access to U.S. app stores and hosting services. The Supreme Court upheld the law in January 2025. After several enforcement delays, TikTok’s U.S. joint venture was established in January 2026.

Is TikTok Owned by China?

Not directly. ByteDance is privately held and has major global investors. However, the debate continues because ByteDance was founded in China, operates Chinese-market products, and has a 1% government-linked stake in a China-only subsidiary. TikTok says that stake does not apply to global TikTok.
